Foreign Influence Registration Scheme Now in Full Effect

Tougher measures on foreign political influence have officially come into force, strengthening the UK’s defences against covert interference in its democratic processes.

The Foreign Influence Registration Scheme (FIRS), introduced under the National Security Act, is now fully operational following a three-month grace period. As of 1 October 2025, individuals and organisations acting in the UK on behalf of foreign states must be registered - or risk criminal prosecution and prison sentences of up to five years.

The scheme is designed to promote transparency, deter covert foreign activity, and help authorities detect and disrupt state-linked threats earlier. It operates on a two-tier structure:

  • The Political Tier requires registration of activities such as lobbying, political communications, or influencing decision-makers on behalf of foreign powers.

  • The Enhanced Tier applies to countries deemed to pose an elevated national security risk - currently Russia and Iran - and carries stricter registration requirements.

Security Minister Dan Jarvis MBE emphasised the importance of compliance, stating that the scheme “draws a clear line between legitimate international engagement and covert activity that undermines public confidence in democracy.”
